How do you install the valve cover bolt seals?

How do you install the valve cover bolt seals?
I'm replacing the valve cover seal on my D16z6, and can't figure out how to replace the bolt seals (the rubber seals and metal washers) that go around the valve cover bolts. I tried using a vise and a socket, but that just ripped out the center of the seal. It doesn't seem large enough to fit over the bolt's shoulder. Thanks.
