I have a 93' H22A and nomatter what I do I cant get it to Idle below 1100rpms. I even Lowered the idle bolt and closed the idle screw all the way. also when I plug my tps in it drops the rpms to about 500 or 600 but after I start driving it and come to a stop sign it does this weird thing where it goes back and forth beetween 500 and 1100 rpms about 2x per second... any help would be awesome.

I'm surprised that thread didn't mention PCV. It can suck more air than you want and keep idle high.

Anyhow, find the vacuum leak. The engine can't surge without air.
