brake problems

Default brake problems

So I thought my brakes went out so I bought a new set of pads. When I went to replaced them I saw that the old pads were just fine. So I bled the brakes. And they are still not working. It feels like they need to be bled, but all of the air is out. Could it be the master cylinder?

Edit: It is a 94 honda lx

Is the pedal going to the floor or are the brakes really stiff or hard?

are you losing any brake fluid? ... if not ... either its the master cylinder or you still have air in your brake lines ...

Not losing any fluid. The pedal is going all the way to the floor. If the car is off and I pump the pedal it starts to stiffen a little. But as soon as I start the car and pump the pedal it doesn't stiffen at all, and it goes to the floor.
