Default Civic Gas Gauge and Brake issues

To start my car is a 1995 Civic ex sedan.

First of all the gas gauge issue; the needle is stuck above Full and doesn't move at all, anyone know how to fix this? or just anything that can fix it...

Second my brakes, when stopping its almost like my brakes fade out and I have to push harder on the brake pedal to get the brakes to work again.
Hard to explain lol, but its like I push the brake 1/4 the way down and I'll feel the brakes kick in but then in a few seconds its like the brakes are gone so I'll push down about 1/2 way and the brakes will kick in again but in a few seconds they'll again fade out and stop working making me push on the brake pedal more, anyone have an idea why this happens? Also ways to fix this maybe?

It could be the gauge cluster or the sensor in the tank. try another cluster first.

Your brakes need to be bleed it sounds like.
