brake question

Default brake question

so i just got my brakes done last week and prior to that i noticed that my brake pedal was low. i would say in order to stop the car fully the pedal would have to go as far as 1-1.5 inches. i make sure that it always has brake fluid.

so my question is what can i do to make the pedal higher, a more firmer pedal?

oh and everytime i push the pedal i get an air pumping like sound, as if i were pumping up a basketball, football, etc with air.
