if you lower your car to the point where your riding the bump stops when the suspension compresses then youll need the top hats for your front coilovers. the top hats will give your shocks 24mm of extra travel. you only need to buy them for the front as top hats arent require for your rear coilovers unless your a lowrider.

You may need those extension top hats for 88-91 civics or 90-93 integras, which had shitty suspension travel. I've never needed them for any 92-00 civic or 94-01 integra.
