Default Need brake experts

I was trying to park my car on my drive way but after i pull up my e-brake my car still rolls back, I have no problem when i park my car on a flat surface but when i park my car on my drive way which is kind like steep hill, no matter how hard i pull up my e-brake my car still rolls back. I replaced my rear brake pads/rotors and i still have the same problem, could anyone tell me what is going on, I did my e-brake adjustment like a month ago, could it be too tight and cable loss its stength? I took it to the dealer but they say everything works fine, they just dont want to fix it, then i took it to somewhere else, some says its too tight and some says that it cant be adjusted, what should i do?

How did you go you about adjusting it?

Sounds like it is just too loose..

But keep your car in a forward gear, and that should help things temporarily.

Put in gear is not the long term solution, it was working before so i want it that way. The dealer told me not to adjust it more coz i might break the cable.
