Default Rim Size Help for EJ2!!!!

ok, so i am looking into buying some 949 racing 6UL rims and am trying to figure out which size to run. just so you guys know i have j's racing fender flares on the front and want some tires for auto-x that will fill out the flares nicely. i am trying to figure out if the 15x9s will fit under the flares and if i will ahve any issues with rubbing or the rims hitting the spindle. i know i could space them, but i think that would result in the rim sticking out past the flare. do you think that is true? also, are there any problems with running a staggered setup on a front wheel drive car such as 15x9 in the front and 15x8 in the rear. would it maybe jsut be better to run 15x8 all teh way around and space the fronts if i have to to fill out the fender flares?
