Default high idle, early redline WTF

Heyo, I returned my lsvtec turbo to stock and now I have a high idle when warmed up it varies from 1500-2000rpm. I tested the IACV with a 6 volt battery and it clicks when voltage is applied. All of the vacum lines are hooked up I cant detect any leaks. I bypassed the FITV to see if that would help but no success. I replaced the intake mani gasket and used rtv to seal it, the throttle body gasket will also be replaced shortly. Could it possibly be caused by my injectors? I bought them used and the car doesnt turn over on the first try so Im thinking that maybe the spray is off or they cannot hold pressure, but would that cause crappy idle?
The car also redlines at 6800 for some reason. Vtec kicks in, but it redlines early. Im going to check the fuel pump, possibly get the injectors cleaned and also check the ignitor in the dizzy. I have a p72 ecu, but the guy that had it before me had it chipped by Dinan and its prittty old, possibly the casue of this whole crappy idle and early redline. O ya the wire that connects to the vtec solenoid is hard wired , I had to cut off the connector to wire in my old stanalone and lost the connector, could that cause the early redline? What do you guys think?? This is dragging on and I dont want to waste anymore money.

I checked injector resistance and came up with 11.5 ohms which is ok. I also checked injector plug voltage with key on and i got 12 volts also good. Im gona check the fuel pump and dizzy tomorrow night. Annyyyy suggestions??
