Beating a dead horse: Are engine block serial numbers tracable?

I've been searching for hours now, found many answers but nothing definite.
On engines without vin tags (i.e 94-95 B18 engines) - is there any way to tell if the block is stolen by the 7 digit number underneath the engine code?
Here's a pic of the 7 digit number, ignore the fact that it's a JDM motor

Many say that yes, CHP can look up this number and tell if the block is stolen. Many say that No, that number cannot be traced.
Anyone have any first hand information?

That's what I would suspect as well. Not to mention that those number do not coorelate to the vehicles VIN number (just checked on my 98' CRV).
Still, there could be something that I'm missing.

We don't have the VIN plate on our firewalls, like UK/Europe. Ours is on the dash, but it's just an alpha numeric 17 digit sequence. It doesn't list the engine code or anything else.

Interesting, I need to check this out.
edit: Negative. I just checked my 98' CRV as well as my 94' Integra.
Indeed the VIN is stamped on the firewall, but not the engine serial number.

a few years ago when my JDM ITR swapped EK was stolen, i came across a car with some parts that i suspected were MINE. i called the cops, they searched the car and found that the serial number had been ground off the block (and VIN tag removed) but the cops were able to raise the number again using forensic techniques (fancy) and then were able to look up the vehicle it was supposed to belong in. long story short, the engine was not my JDM ITR, but it was from a stolen GSR in NJ.
the cops told me that every item in your car that has a unique serial number is matched to your specific VIN.

OP: just walk into any police station they will tell you right then and there if its possible.
If you do a VIN status inquiry on Honda's Interactive Network page, it will show you the original block number for that specific vehicle.
So, yes, they do correspond to each other, you just need to have the proper channels to find that number.

not magic, just common sense. of course the sheriffs office doesnt have the database of all hondas ever produced and their corresponding serial numbers...but guess who does?? HONDA!!
pretty simple detective work here:
1. call honda with 7 digit block number and receive VIN
2. query the VIN in the police database and find out when/where the car was reported stolen

....unless the original owner of the engine provided us a serial number at the time of report i dont see how it could be proven its the owners stolen engine. because we have no data base on serial numbers.

it reads to me that the VIN tag was only found to be removed once the police inspected it, it was probably a ground-down engine code/number that made it seem suspicious

well, if you read more carefully you will see that the engine with the ground off block number ended up being from a stolen GSR (not my JDM ITR).

what if you have a motor that was bought from honda so it had no vin number. I have a type r motor that was bought from honda and i am trying to sell it and everyone wants paper work for it, but i dont have any. I am trying to find some paper work for this motor with only the serial number. any suggestions? i called my local honda and the parts guy had no idea what to do.
If you bought the motor from Honda you should have or can get a receipt. That would be your paperwork.

No offense, but I never underestimate human stupidity on this site. You sound more reasonable and logical than that, so my apologies at assuming you didn't understand that obvious potential solution.
However, you should also understand that you're pretty much SOL for finding paperwork. The receipt would be the only thing, short of a notarized bill of sale or something from the previous owner.
