Pulsating lights and voltage

Default Pulsating lights and voltage

Got a problem on a friends civic. With the headlights off, the srs light starts flashing randomly. It's not a fault, it just wigs out and blinks. Once the lights are on it's obvious that the cars voltage is fluctuating. Every light, the horn, everything pulsates. The SRS light stops flashing once the lights are on. The alternator is charging, the battery is good. It only does it sometimes. I'm wondering if it's an obvious problem, or do I have some random short, the v-reg? Thanks.

If it's a 96-00 Civic, check whether fuse 15 is blown.
