Default OBD1 P75 ECU ????'s

Hi guys! I have a '92 civic hatch with a '93 B18A1 Ls swap in it with a 92-93 GS-R cable tranny wit hydro conv, and for some reason I can't seem to go over 130 MPH because the ECU shuts down at that speed. Someone told that I should get up to 150 MPH with that P75 ECU. Here are the serial #'s 37820-P75-AO1 830-155803 AW.

Um, if that is a USDM ECM, because of liabilty issues, they're speed limited to 124 MPH. The reason why is because the OEM tires are H rated and extended driving above the rating can cause the tire to fail. So most manufactuers will speed limit the vehicles for the tires that are installed on it.
