Get the hose fixed, then add radiator fluid--don't know what the proper term is
- and you're good to go.
is your fan working? is it plugged in? are you sure your radiator fluid is at 50/50?
If so, it might be a thermostat problem.. cheap. I have heard of radiators and cores getting clogged up by using the wrong kind of radiator fluid too.. some sort of crystals formed... bad news

Things to check...
1) Plug the primary fan into the secondary fan's jack (barely stretches) and make sure the fan works (turn the engine on and A/C on to test)
2) Check the fuse for the primary fan (its under the hood, forgot the label)
3) Check/replace thermostat

Happened to me after my timing belt was changed. Turned out to be an air bubble in the coolant line. Just bleed the system and that should cure the prob.
