Well not exactly...
that would be the largest ID of the pipe. there are smaller areas, called bottlenecks. I have not measured them myself but I do recall reading the size of 1 7/8th.
Proof for you non-believers: http://www.cardomain.com/ride/503605 I have a few pictures of the stock exhaust being modified. I had the major bottleneck removed a long time ago... then sold the exhaust for a more free flowing setup.

Correct. The USDM setup is 2.25" OD mandrel bent, with several smaller bottlenecks throughout.

It actually doesn't flow all that poorly, especially once you've removed one or two of the major bottlenecks.
