Gauge Cluster Swap.... now problems

Gauge Cluster Swap.... now problems
(Searched) <---But noone with my problem 
I have 95 Integra LS.... I replace the gauge cluster with JDM ITR cluster swapped the green film off old cluster over to back of ITR cluster, but now when I turn my key to the on position my KPH gauge shoots up to 60kph.... turn key off and it shoots back down to 0kph.
Could the problem be where I dont have engine harness plugged up? So therefore its just not getting a reading from VSS & acting crazy?
^no engine in the car BTW
