I'm going to replace my hood hinge because its rusted and cause the hood to bounce a lot on the highway...anyway my question is to get the hinge off what do i need to take off to get to the bolt that has a nut on the underside? the fender or the black cover under the windshield wipers?

 

On a 4th gen you just have to undo 4 bolts out in the open....what model are you talking about here?

 

4th gen but it looks like the bolt with the rounded head has a nut on the underside of it that will fall if i loosen it. am i wrong?

 

Yeah, you should just be able to undo the bolts. Something may have been messed with on your car, I don't know??....

That's weird.....I repainted my hinges a few years ago, but I don't remember anything like that. Does this help at all?:
