Default 1993 Accord fan/blower speed

My fan/blower speed does not seem to blow on the highest speed. It seems to stay on the next to higher speed when I turn the ****. This therefore causes several problems - My windows fog over easily and the side rear windows never de-fog. I get enough heat, but cooling is difficult. I've switched the blower fan relay with another to no effect. Any suggestions??

In this schematic you'll see that if you ground the Blue/red wire the motor will run at the highest speed.
You will probably need to drop the glove box to get to the wire connectors.
As far as the interior of the windows fogging up, try running the A/C to de-humidify the air.
