car wont start... need some help.

ok, ill start with a little history on the car, well as much as i know at least.
the car is a 2000 EX with a OBD1 b18c1. when i got the car it had a cheap turbo kit on it, msd box, skunk2 intakemanifold, and AEM fuel system. ive since taken the turbo kit off, and put a new oil pan on along with a header. i also removed the msd box.
when i frist got the car, it wouldnt start, i put some fuel in it and it fired and ran for about 30 seconds, then shut off, and it wouldnt start back. so i checked the fuel pressure, spark, timeing, compression. i noticed that the factory harness was hacked up so that the OBD1 engine would work, i then took the entire engine harness out and replaced it with the harness out of my 2000 SI. i then bought a new OBD2 distributor, and alternator, along with some OBD2 injectors. the only thing i had to splice was the IAT sensor. i charged the battery and got the two ecus to try out. frist i tried the OBD2 ecu form the 2000 SI, no luck. so i figured it must be the CPS sensor, so i used my OBD2-OBD1 jumper harness with an OBD1 ecu, nothing. ive checked back over the fuel pressure, plugs, wires, timeing, even did another compression test. (which is low, but not enough to hinder starting) everything looked good so i tried it again, and got nothing.
the car turns over, but will not fire, and i cant figure out why. any ideas would help...
