accelerator/fuel problem?

accelerator/fuel problem?! need helppp
when i have the car at quarter or half throttle the rms rise normally and then rapidly decrease, causing me to stall out or lose control. my haynes manual gave me some off the wall things to help diagnose but i want to see if anyone has any input.
fuel pump primes
slight hissing sound near my brake booster/evap purge
poor fuel economy
