so the numbers on the JDM vin tags are engine seriel numbers correct? (pic)

like what is shown here on these tags?

i smell a numbers matching honda market coming up

It makes sense for them to be but that doesnt explain why some jdm cars dont have the numbers though..
Sad thing is,I see them everyday but never bothered to try figure it out..
