Question about the TSB-08-001

One hybrid has 50,000 miles and wheels have been aligned and tires have been replace once already about 15000mi ago. Also have a terrible roaring/thumping noise when driving. This car has a 100000 mi extended warranty. New tires are wearing unevenly.

Other hybrid has 43000 miles and tires are completely shot, but we haven't been in the position until now to replace the tires. No warranty.

Will we have to pay to have the work called for in the TSB completed, and if so, about how much is that?

Also, any suggestions on tires that will last longer than 25000-30000 mi on these cars?
