Default The bubbles are forming.... is it too late?

So, I've been planning on doing a single stage silver paint at the beginning of summer that i've been preparing for quite some time now. Unfortunately.. i noticed two nickel sized spots of bubbling coming through right near the quarter panels...

Some people have told me that this is unrepairable with a small amount of filler, and that i would need to section out the small areas and weld in patches and smooth. only problem is i don't have a MIG welder or a 220 outlet where i'm doing the prep work. whats the best way to diagnose what to do? start sanding the bubbles and see how bad the rot / rust is?

you could get out the cheap way and dynaglass it, but it'll probably show back through.... and stay away from single stage paint. base clear will last much longer and its not that much more in price.

and ANY kind of welder would do the trick if you have another.

i agree for the most part. what i usually like to do is just kill the rust ASAP byb sanding/grinding it away down to the bare healthy metal. do that and you'll be able to see what you need to deal with. post up a pic after sanding, we'll let you know what the best method is. usually it involvels cutting/welding, but once in a while you can get away with just filling it properly. also, after you grind away the rust, make sure to give it a few good coats of etch primer right away so it won't come back. the etch can be temporary, so don't worry about spraying it on there.
