occasional overheating issue?

ive searched but found nothing, my car is a 93 civic hb dx, d15 engine. and occasionally it will overheat, but only after long trips. i believe the fan isnt turning on. ive jumped the fan at the relay to see if the fan works, the fan will kick right on with the paper clip trick.
i believe the thermostat is working becaue upper and lower hoses will get warm, and i have heat.
i thought it might have been a relay, it doesnt click when ignition is turned on, so i swapped it with another working relay and the relay still doesnt click when plugged into the cooling fan relay spot.
i think it might be the wiring but im stumped at this point. anyone have any other tricks i can try to figure out this overheating issue... thanks
