Stumped: Won't start, clicks hard

Default Stumped: Won't start, clicks hard

I'm stumped, i tried the distributor, starter, ecu and plugs on my ex and they were all good. Triple checked all of my grounds. Main relay primes. it ran and started perfectly fine before i took the head off to change the head gasket and relocate the fusebox. When put into Acc. all lights and everything work.

it's a 91 dx hatch
mini-me(b2 bottom, z6 head)
converted to obd1 with rywire jumper

Any help would be greatly appreciated.
