Okay, so after replacing a head gasket in my little brother-in-laws 96 Accord LX (F22B2) this is what's happening. As soon as we fire it up, she revs to around 5K, then putters down to 700, then back up to 5K, and repeat.
My initial thought was vacuum issues but I'd never heard it rev this high before. We're going to check for vacuum first but in case responses are slow, I'll be done with that anway
Any insight would be appreciated

Well the TPS is definitely bad, not sure if that is the source of the problem though. Anyone have any other ideas?
To be able to initially do 5000rpm it must be inducting a substabtial amount of air from somewhere (i.e. regardless of anything else, no air = no rpm). I'd be looking at IACV, FITV, gaskets, injector O rings, brake booster, i.e. anywhere that an unmetered / uncontrolled air leak might possibly occur.
I just had a flashback,
Not sure of this on your model/year.... on some years of Accords the TPS plug and the MAP plug are the same.
If you unplugged them when doing the head gasket?

Yeah, we had to unplug them but with the lengths of wires to each of those plugs, they will only go one way.
