On my 99 Prelude, the engine cooling fan runs continiously, and the vtec does not kick in at any speed or rpm. it hits the rev limiter around 6800. Any ideas???

 

so far as the fan running, your ac is probably turned on, possibly with defrost on? and the vtec can be many things, there are numerous threads about it, but usually related to oil level or pressure, or a dirty vtec solenoid. Do you have a check engine light on possibly??
