no thats how the starter works, DC voltage from the batter using the solenoid to engage and disengage the power. you can actually manually start a car without the key by shorting the starter to the battery, but if you don't take the voltage away once the engine is started it will toaste the old girl.

eh, you can get the starter to turn without the key but you still need to have the power running to the fuel pump, distributor, injectors, etc for the car to start if you just jump the starter.
