Default Power steering: Civic rack, prelude pump

I'm trying to diagnose a noisy power steering system on a H22 swapped civic. Everything is plumbed and looks OK, but the pump is quite noisy, like it's sucking air. I've already tried two pumps, with the same result. Also, the fluid in the reservoir is foamy and likes to overflow.

What else could cause this? Could it be a bad rack? Do Civics and Preludes share the same working pressure in their steering systems?

I'm not sure if the pressure has anything to do with this however bubbles indicate you have air in the system.
