Default problem with 01 accord clutch possibly

Ok, first of all i dont know much about cars so this description is gonna sound pretty retarded but im just gonna throw it out there. Alright...i'll be coastin down the road goin 45 in 5th gear and ill feel this tugging sensation and also the car will be vibrating. the tugging sensation gets so intense that ill downshift to 4th, and in doing so i push the clutch in and the car will slow down extremely rapid almost as if the e-brake were on. so it gets to the point i will downshift repeatedly till i get to 2nd gear and i will be straight flooring it to keep a steady 25 mph. the engine will whine like it wants to go ( its not reving like its in neutral just whining.) so back to the highway, im pulling over cause im getting honked at, when im stopped on the side of the road i put it in 1st gear and give it gas and release the clutch and it tugs so hard like the e-brake is on. another example is ill be pulling out of my driveway in reverse and my driveway is sloped so i just give it gas and it rolls on out ya know? but no ill give it gas and it will roll back and then stop like i hit the brakes. if you guys know whats up which im sure you probably do i really need help. im farely sure its my clutch but i dont wanna buy a clutch and pay for it to get installed and the problem still exist. please and thank you :D

I can't imagine how that could be caused by your clutch.
You need to jack your car's wheels off the ground and try turning them by hand.
Sounds like you've got dragging brakes. Either seized hardware, calipers, brake cables, or maybe some crazy issue with the master cylinder or vacuum booster. If the wheels turn fine, try them again with the car running too.

whats weird is when it starts doin that **** ill pull over and turn the car off take the key out and then start it back up and its fine,it does it off and on its really random. sometimes itll start slugging down and ill have to drop to 2nd then it starts tugging forward and itll be back to normal. either way i bought a clutch so hopefully its the clutch.
