Default Issues with my EM1

Ok so I just got my motor back in and I have been trying to set the timing. After we got the motor started and warmed up I set the timing. I drove the car home that night and it was running a little weird. So I checked it again the next morning and it was off. So I corrected it and thought it was a done deal. I droe the car and its still a little goofy so I check it again and its off. I have checked it 10 times and it keeps changing. The dizzy isn't moving. WTF? It's an EM1 with a GSR block and ITR head w/ a p28 and a Crome chip from Phearable. The idol is high and I cant seem to get it to come down. I don't know if that has anything to do with it. Any ideas? The car is Canadian so it doesn't have an ELD but the ECU does. I called Phearable and he said Crome doesn't do well with th ELD turned off. His only solution was to but Hondata. Can the ELD be doing this?

dunno what ELD is, but i know if you don't jumper the ECU plug you won't be able to set timing because the ECU will keep fighting you.

I had it jumpered. I have a toggle switch hooked up to the service plug so i just use that. And ELD is electronic load detector.

How high is the idle when checking timing? If the idle fluctuates, the timing may also. Find out if you have vacuum leaks or if your fuel pressure is too high for it to idle normally, etc. Do you have adjustable cam gears? Are they slipping?
