Default power steering howls when turning has fluid

1993 accord like topic title says when you turn the wheels in either direction it sound like a puppy looking for its momma .i have checked fluid resivoir and its good it does leak though and i have keep it topped off ,not to much ,was also wondering if the pump has a check valve in it . the best way to decribed it is like somesort of weird vibration resonating through steering column to steering wheel .it also has some resistance when turning but not to much .,so do you guys think its in the pump or rack and pinion.I should also mention when i bought the car it had front damage enough to crack the brackets on the mounting horns on the bumper .not the blowing horn, and there is some fluid leaking leaking form the aluminium piping that goes through the frame on front drivers side but didnt really look to much as to where they are from A/C or what . Funny thing is when i replaced the bumper and drivers side quarter panel every thing lined up with no gaps or fitment issues on the first try with no readjusting .Thanks and this is an awesome web site full of info and im also going to do a search on some other stuff related to hondas.

I read all the searchs for power steering and didnt see anything that sounded the same as my problem and i should have also noted that it only does this while turning it idles and drives fine through all rpm ranges and the power steering pump doesnt make any noise even under load when turning the wheels and this is also while idling and driving

the line in front you are referring to is actually the power steering line(one of them)....as for your problem it could be dirt in the fluid or the wropng fluid(hondas need special fluid as to not "break down" the seals)
