Default can a speed limiter just stop working?

ive got a b16a in my crx, and the other day while messing around i hit the limiter for 2 secs and then i went up to about 125-130 before slowing down. the limiter has worked all the time before that. nothing has been messed with since the swap.

Your talking speed limiter yeah?

It just cut's fuel, so i guess road gradients/momentum and other factors could cause you to go past the speed limiter limits.
