Noobish question on exhaust tip and rust prevention

Ok, this will probably sound really stupid, but I can't figure out how to get the stock exhaust tip off and its driving me nuts! I've looked at it for an hour and I can't figure it out. It looks like you just unscrew a 10mm bolt that is impossible to get to. If anybody has done it or knows how to do it, lmk. I will try and get a picture up for reference and please don't flame too bad on my extremely noobish question.
Secondly, I've owned a few Honda's in the past and almost all of them have had the infamous cancer on the rear wheel well. I've heard that the rubber stripping that goes around the wheel well can trap water and other things such as road salt (I live in PA
). But I have also noticed that many 96-97 accords don't have quarter panel rust while the 94-95's do. Is this because of the 2-3 year newer age of the 96/97 or did Honda design it somehow to inhibit rust? I am only wondering if I should keep the rubber molding intact (because I think it looks better on than off) or take it off to reduce the risk of rust.

had the rear wheel well rust on my 93 and my 92 accords....got them both cut out and sheet metaled.....havent had problems since

i have heard it does and some ppl say it doesnt...i guess over time if you werre to chip the paint there and didnt take care of it the rubber could hold in moisture and contribute too it...i dont see it being untrue
