Default 95 civic wtih gsr swap running like busted sohc non v

I have a 95 civic with a gsr swap that is slower than a geo. What could be my problem. I am running a chipped p28 for a poor mans r and factory exhaust. Does anyone know what could be my problem? Could it be my exhaust and/or ecu? Motors compression is 150on all 4 cyl.

stock gsr? get a p72 then try it out or go gt a gsr basemap
