I almost bought an ECU awhile back from him, and he kept making excuses like let meet a certain place, and I call you, because I don't have a phone...And was using his friends...I found it fishy, so I didn't even bothered with it...Nice to know, to the OP thanks for the heads up.

Bump, can't you still file a dispute saying he never sent the item and how he ran off with the money and they will just subtract it from his bank account and/or credit card ?

Just prove it by saying you never got confirmation number- and unless he sent it he won't have one either.

He's replied that he'll send it along with some cash since he feels bad, and when I responded to see when will I get a ETA to receive the item, I never got a response. I emailed several times after that, even waited a full week before another reply. Then I figured that was that.

Although there are people out there cynical enough, I don't find paypal to be a problem but the worst does happen. In this case, I was fortunate to have not lost as much as others but it was enough experience for me to be a bit more cautious of who I deal with.

Yea, I've filed the dispute but under paypal's words,
"We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed."
Yep, SOL fellas. Well, whatever, someday it'll return to him.
