A little help

I haven't been on this board for a while and it seems nothing is working. i can't create a new topic anywhere but here. do i need to get with a moderator or just do a few posts? oh and after i posted this it says this is my first post? what the heck happened? is this due to me being inactive for 2 years on here or what?
