Car is 95 Accord Sedan EX

The problem is the lock on the driver side rear door, it sometimes lock and sometimes it does not, I do not have problem with the window going up or down its just the door lock.

Now do I need a new regulator?

And the passenger side front the window is hard to go up when its down, do I need a regulator on this one?

It sounds like you need a door lock actuator. But check the connections just for grins.
Try cleaning and lubricating the window run channel; silicone spray is a good lube.
