Default emissions test :S

hey guys, quick question on what to do to prep my *** for the big bad emissions test for my 95 si coupe. I have a D15B motor, with IHE and some fuel mods, So far all i've changed is the spark plugs to the 6R NGK's which are stock for the D15B and gapped correctly, and so forth. BUT this civic eats gas like no tomorrow for some strange reason.

I've been thinking its either the thermostat or the coolant temperature sensor thats showing the temp of the engine is too low, hence increased gas flow. I've changed every single part for the fuel supply system, still get code 43. Just need some pointers on what 2 change and what to do, or any pointers/hints on passing emissions.

2 years ago, Lucky a friend passed my car under 'hot rod' settings and I barely passed, unfortunately cant do it anymore so need to fix it for good now.
