Can urethane paint be sprayed over rustoleum protective enamel?

Just as the title says, my car is currently painted with a satin black, rustoleum protective enamel. I know most rusto is oil based and that CANNOT be sprayed on top of with urethane. I am just unsure as to if the paint i used is oil based or not. I have checked the manufactures website and also a few of the authorized retailers for info and haven't found anything more that what the can says.

Oh yeah, the paint looks really good but, its not gonna hold up how i want it to. SO, im switching to this:

All of the regular rusto paints say oil based on the can and on the website. Mine doesnt.
fish oil based, the paint job is as strong as the weakest link
take it to the metal and start from zero again. you are only gonna rise paint failure due to paint film build, crap paint.
