hard to change from 4th gear to 3rd?

hard to change from 4th gear to 3rd?
Hi all,
I have a 91 civic with d16a9 and cable tranny. What would cause it hard to get into 3rd from 4th? When i slow dow to about 50-60kph it goes into 3rd a bit easier. Also when the car is at idle it will go into 3rd fine. Any suggestions?
