95 ex acting up

95 ex acting up
hey guys Im in the ef forums but my moms car started acting up today. when you put the key in the igniton and try to start i it makes an alarm type of sound but quiet and the lights start to flicker for like 1 minute. the car isnt starting becuz it isnt getting fuel. I was thinking it the ecu or its the main relay. any ideas. please help me out
