Default Is there any tuning available for and OBD2 ecu? Smog question too

I havea 97 GSR and want to do a reliable all motor or mild turbo setup. I would really like to retain the original ecu or at least be able to use it, for smog purposes mostly. I live in MD and they just hook up there scanner check for codes and readiness codes and your though. Is there anyway this would be possible with a decent all motor or especially a mild turbo setup? Everything has you converting obd2 to obd1 which will not pass as they cant communicate with it.
