Default Ultra Bright Blinker? What?

My 1993 civic EX turn signal uses a double filament bulb. One for running lights, and the other for when the blinker is on. my passenger side corner lens has both on so it's really bright, like the blinker is constantly on. and it won't pulsate when I try to use it. just double times like the relay does when the light doesn't work. any brilliant ideas?

Default

wiring problem
bulb broken internally and shorted the two filaments together

switch the front left with the right right and see if the problem moves with the bulb or stays with the side.
that will tell you what you should be looking at.
(moves = bulb, doesn't move = wiring)
