Default First mods to 91 Accord EX
If I have a completly stock '91 Accord EX and want to put some money into making it a little more "zippy," what would you all suggest? What is the most hp I can get for $1k? $2k?

I definitely recommend swapping in an H22A1. You can get the engine for $1150 at http://www.nippon-motors.com and the ECU/engine harness needed for $400.

low mileage F series engine + turbo at a conservative amount of psi

or H23 + nitrous

sure, but you wont make 50-60hp without upgrading other components like I/H/E/ignition/fuel
