clutch problems

I am going on my second clutch pedal assembly, and I have to practially stand on the pedal to get it to move...meaning it is very stiff. I have been doing a lot of reading on this site, and have found this is a common problem. My concern is that I may have something wrong with my clutch cable or the clutch assembly itself.
I have read that to adjust the cable correctly, to pull the lever where the cable connects to on the side of the tranny up and then adjust the cable tension. I can not move my lever at all my hand. If I get some one to press the clutch in from inside the car, it seems to move fine.
My question is, should I be able to move this lever by hand....it seems from reading that I should. This leads to the second question, can this be fixed from outside the tranny, or does it need to be pulled and parts inside replaced...if so, which parts might be causing my problem.
Thx for the help, I am new to the civic world and have learned a lot from reading on this fourm...
Oh...it is a 1988, 4dr DX or LX (can't remember). 15B engine - 5 sp

The lever is very diffucult to move by hand even on a stock clutch. I would say from experience that you may have a bad clutch disc or pressure plate. Sometimes on the discs the springs can pop out and get stuck in between the pressure plate and disc. And on the pressure plate I've had one that rotated slightly and the springs wouldn't fully dissengage. Wish I had a pic of that one, first time I've ever seen it happen it was on a gsr in my ej1, after some good power shifting, and I messed up a good gsr trans.
I doubt it would be the cable they usually just stretch out to where you can't adjust them or they break. Also check for obstruction at the actual clutch pedal that would be interferring with its travel.
