i want more power
ok i have a bone stock(well i got a cold air intake)1990 civic std d15b1 with the stock ecu PM9 ok what i want to know is if i can put a diffrent ecu in to get more power or jsut some cheap bolt on upgrades that will give more power.i would love to do a b18c1 swap but i just dont have the cash.also if i can swap ecus will a jdm work when my car is usdm please any info will help thanks

Actually, don't listen to these folks. You can actually add 22HP VERY cheaply and VERY easily. Go to a junkyard and get a DX ECU and cam. For the sake of reducing wear, you should also get all the rocker arms from the motor the cam came from AND (VERY IMPORTANTLY) remember EXACTLY which rocker arm went where. Getting the DX exhaust manifold and under-the-body cat will also make a difference. If you go to a pick-a-part type place, you can virtually get all this stuff (except the cat, of course) for mere pennies. Then remove the restrictor plate from the throttle body. True, the 92HP you will end up with won't knock your socks off. But it will be a hell of alot better than the 70HP you had.
Or, if you are lucky and can find a complete SI, grab the ECU, cam, rockers, distributer, and intake manifold assembly and convert to MPFI. This will give the best gains possible without a swap - probably around 100-105HP. But it will cost slightly more, obviously.
One more thing. Getting rid of the four speed transmission also helps. Even a DX five speed is an improvement. Or better yet, get an SI transmission. I should also note that according to my 1988 Civic factory manual, the DX/LX sedan five speed has a shorter final drive than the hatchback/CRX DX five speed. So if you can't find an SI transmission, a sedan transmission is the next best thing.
Making the engine modifications, along with the transmission upgrade WON'T turn your car into a rocketship. But it WILL be an improvement. Furthermore, the money that you spend on this will hardly set you back when it comes to your ultimate goal of a GSR swap. And you will have a FAR more enjoyable car in the meantime.

NO! Getting the Si parts is getting the mpfi parts and the camshaft. Besides the mpfi is what will help increase power.

Most of us here have learned from first hand experience/mistakes and spending hours upon hours reading through hundreds of pages of info.
If you set out to start a project, run into problems and truly can't find an answer here through searching...then by all means, start a thread.
