Default Cluster swap help!

I just swapped over a 00 ex cluster into my 00 cx hatch. I took the needles off to paint them got the mileage right and everything is setup plugged in and screwed in tight. The speedo, fuel, and water temp work but the tach is not working right.

I put the needle back on and it kind of goes to an rpm and sticks then moves a little like its working but not at the correct rpm per the cluster. I have a scan gauge to tell me what speed and rpm so i can set it but even when i do that on the tach it doesn't help. Is there a certain distance i should push the needle back into the cluster, should it be pressed on all the way or what?
