Take a rotory tool and cut a straight line across the top. Use a cordless drill and torque it off. I had to do this with a couple rusted bolts of my own...including the TPS sensor.

Was talking to a dude today. He said a Dremel with 35,000 RPM from a hardware store should be able to slice the heads off. If it did work how would a get the actually screw out without the head. Sorry for the questions, but I need this off fast, cause I want to sell this Donkey

They look like #2 Phillips or Torq-bits I have had good luck using small needle nose vise-grips to remove some screws.

If you ever do this again use hex head bolts.

I do sheet metal for a living on aircraft. We get rusted screws all the time. Get a drill bit that is .098-.128 in size and drill into the head and just into the shaft enough to get an easy out in it. Use some vice grips or a tap and screw it out. Works all the time. tried and true.

UPDATE

1992 Si, I did not put the spoiler on. Trust me if I did I would have never used Phillips.

Thanks 93whtlx, what you told me did the trick. Here are updated pics. Sorry for the size.
