Default CEL code 20 twenty

Ive done a search on Google and on HT. I just converted to OBD1 from OBD0 using a rywire jumper harness, p28, and a TD-44U distributor. Now im throwing codes 9, 20, and 41. I had a code 9 before the conversion, but i thought the new distributor would get rid of that. the distributor i just installed is brand new. The O2 sensor is brand new also. I may have put too much anti sieze on the sensor so im going to return it and get a new one. However im not too sure with code 20. I have check my grounds and fuses. I went through my wiring again and again. Could a fuel cut off switch cause this? Any thoughts anyone? Thanks in advance.
