It completely depends on the setup.
A stock LS block with a stock B16 head, stock cams, stock exhaust etc. on pump gas vs a sleeved built LS motor with a ported head, GT35R , 3" downpipe and 3" exhaust running C16 and 25 lbs. of boost--the boosted motor might have a slight advantage.
A sleeved/stroked properly built LS block with a very good ported B16/GSR head, Pro 2 cams, SMSP header and 2 1/2 " exhaust vs a stock block LS with a Greddy kit at 6 lbs. on pump gas through the stock exhaust with cat, the LS/VTEC may possibly, perhaps have a very slight edge

Example:

The turbo motor makes 27 ft-lbs more peak torque, but the LS/VTEC sustains more torque at higher RPM to end up making 46 HP more.
Every engine combination is different, the question is too generic for a conclusive answer.
